About the scores
Each task can be tested according to five different criteria - navigation from the home page, navigation using the A-Z directory (where present), searching on Google, searching using the site's internal search, and the readability of the page. Scores are assigned according to 10 = Very easy, 8 = Easy, 4 = Difficult, and 1 = Gave up. As more users complete any given test, the score for each aspect of each task becomes a mean average of all the individual testers scores, and thus the more tests are completed the more reliable an indication of the usability of the website can be seen. The total scores in the table are thus the sum of the averaged scores for the whole suite of tasks which have been tested.
The Usability Index is the sum of the scores of all the tests which have been carried out, divided by the number of tests which have been taken for this council, resulting in an index score between 1 and 10, with 6 being the score which a nominallly usable website with room for improvement might be expected to achieve. If any criteria have had fewer than 15 tests, or the site as a whole has had fewer than 50 individually tested items, the final Index scores are shown in a grey background to indicate insufficient testing for the result to be a reliable indicator.
The Importance column shows the mean average of how important all the testers considered the ability to complete this task to be, ranging from 0 = Unimportant to 5 = Very important.
Specific comments made about this council

Very straight forward, the latest news is on the home page of the NCC website.
Councillors - find who mine are - 2020-04-16
The navigation result was easy. All you had to do was look at the top of the screen and "Councillors" is a button in which you can click to display a list of names. Presentation was acceptable, and each name was clickable to display a photo and each of the individuals information.
Stopping smoking services - find information - 2014-04-09
Quickly re-directed to appropiate NHS site
Taxi driver - complain about one - 2020-04-16
I would've assumed that complaining about a taxi driver would be under the report tab however it is not. I was unable to find a designated area on the NCC website to report a taxi driver, if the complaints for taxi drivers are through customer feedback it is not very clear.
Taxi licence - apply for one - 2020-04-16
Cannot find a digital form to apply for a taxi license. PDF is displayed requiring the user to print off.
Telephone number - find the main one - 2020-04-16
A-Z index result brought us 3 different Contact Us links. When searching "Contact Us" the only one brought up is for the Library.
Tree preservation order - apply for one - 2020-04-15
Navigation difficult and ended up at a broken link

Vulnerable adult - express concern about one - 2020-04-16
For navigation the "Worried about an Adult or Child" was displayed on the home screen. The A-Z index was simple and displayed under the letter "A" for Adult.
Vulnerable child - express concern about one - 2020-04-16
The Navigation result was simple as the "Worried about an Adult or Child" was displayed on the home page. The A-Z index displayed it under the letter "W", would be easier to find under the letter "C" for Child, "V" for Vulnerable or "R" for Report
Watch a webcast of a recent council or committee meeting - 2020-04-16
Easy to view, video is displayed via a Youtube video that is watchable through the NCC website. Along with all the other meetings underneath.
Welfare reform - find information about - 2020-04-16
The Welfare reform information was listed under housing benefits on the home page making it difficult to find. If this was listed as its own page it would be easier to find.
Youth clubs in the area - find information - 2020-04-16
Google result was the 6th link to find "things to do". For internal searching the youth clubs link was rather small and it would be more beneficial if the link was larger and separated from the other links.
